The government has proposed allowing people to complete higher education degrees through paid open higher education courses, Yle reports.

The Ministry of Education and Culture said the new route would complement existing higher education options. One aim is to give people already in work opportunities to update their skills.

Eligibility and degree requirements would be the same as for degrees completed after admission through the usual student selection process. The proposal is not intended to make degrees something people can simply buy.
