North Ostrobothnia’s wellbeing services county, Pohde, is starting co-operation negotiations over changes linked to upcoming amendments to the Social Welfare Act, Yle reports.

Up to 200 employees could be affected. They work in rehabilitative work activities, social rehabilitation, and day and work activities.

The revised Social Welfare Act is due to take effect on July 1, 2027, but legislation covering the services included in the negotiations would come into force at the beginning of that year.

Possible changes include employees’ duties, place of work, working hours, pay and other terms of employment. The negotiations could also lead to the termination of employment or public-service contracts. Pohde plans to complete the personnel changes by February 12.

The reform also includes savings targets. State funding for wellbeing services counties is set to be reduced by a total of 100 million euros. Pohde’s family and social services are expected to account for about 3.3 million euros of the 2027 savings target. The Finnish government submitted its proposal to amend the Social Welfare Act to Parliament in September.
