Finland’s data protection authority has fined Plastic Surgery Center Helsinki 20,200 euros for failing to provide a patient’s medical records despite an official order, Yle reported.
The patient sought the records to complain about errors in treatment. They underwent laser tattoo removal at the clinic in 2016 and requested their records repeatedly between 2016 and 2025.
In June 2026, the authority ordered the clinic to provide the records within two months. When the deadline passed, the patient still had not received them. The clinic told the authority that it had never offered tattoo removal and had not treated the patient. However, the clinic’s chief executive had previously confirmed by email that the patient had received treatment there. The company’s website also listed laser tattoo removal among the services offered at its Helsinki clinic, according to an interim decision by the deputy data protection ombudsman.
The authority’s sanctions board said the clinic had knowingly failed to comply with the order. The decision is not final and can be appealed to an administrative court.
In September, Finland’s Licensing and Supervisory Authority suspended the clinic’s operations after finding that patient safety had been seriously compromised. Police are also investigating the death of social media influencer Olivia Oras, who died after receiving anaesthesia before a liposuction procedure. The investigation concerns suspected gross negligent homicide.
