Ministry rejects Sorpa appeal over recycling payments

The Ministry of Environment, Energy and Climate has rejected an administrative appeal by recycling company Sorpa over two decisions by the Waste Management Fund, mbl.is reports.

A ruling issued on July 31 said the decisions were not considered administrative decisions and therefore could not be appealed under Iceland’s Administrative Procedure Act.

The dispute concerns payments for the additional cost of hand-sorting beverage packaging from other mixed paper. Sorpa requested higher payments from the fund: more than 67 million Icelandic krónur for 2024 and nearly 15 million krónur for 2023.

The Waste Management Fund rejected the request, after which the parties disputed how the case should proceed.

The ministry said the disagreement concerned the interpretation of an agreement between Sorpa and the fund. It concluded that the fund’s decisions of July 3, 2025, were not administrative decisions under the relevant provisions of the Administrative Procedure Act.
