DR takes journalist union to arbitration over brown envelope case

DR will take the Danish Union of Journalists to arbitration after the parties failed to reach a settlement over financial support provided during work stoppages that violated collective agreements, DR said in a press release.
DR said it views the union’s practice of providing financial support to members during such strikes with great seriousness. The broadcaster has referred the case to a lawyer to prepare a formal complaint and seek a penalty payment.
The Danish Union of Journalists earlier this year reached a settlement with TV 2 in a similar case. The union paid TV 2 a penalty of one million kroner.
At the time, union chair Allan Boye Thulstrup said the union had provided financial support to members in connection with a work stoppage that violated a collective agreement at TV 2 once in the previous 10 years, in 2023.
The case became known as the brown envelope case after the media outlet Frihedsbrevet reported on an internal union document in spring 2025. According to the report, striking members could confidentially receive an envelope containing compensation for lost wages after taking part in a work stoppage that violated a collective agreement.
Once a collective agreement has been adopted, both sides are required to maintain labour peace for the duration of the agreement. This means neither the company nor its employees may stop or suspend work. If employees nevertheless stop work in violation of the agreement, their union may not support the strike.
DR Director General Bjarne Corydon said the broadcaster had held several meetings with the Danish Union of Journalists, during which the union acknowledged that it had also supported work stoppages at DR that violated collective agreements by providing financial support to union members.
According to Corydon, this constituted a serious breach of the collective agreement.
The union maintains that the cases at DR involved work stoppages in the past, most recently in 2015, with financial support paid to members in 2016. DR said it was not sufficiently reassured that similar support had not been provided after 2016.
