Finnish police complete investigation into alleged PKK financing

Finland’s National Bureau of Investigation has completed an investigation into four men suspected of financing the Kurdistan Workers’ Party PKK, while two are also suspected of participating in the terrorist group’s activities, Yle reports.

The two men are suspected of having held a leading role in organising and arranging activities carried out in the name of the PKK. The investigation, which began in early 2025, has now been transferred for consideration of charges.

The PKK is an armed organisation that has sought self government for Kurds. Turkey, the United States and the European Union, including Finland, classify it as a terrorist organisation.

Because the case concerns suspected terrorism offences, the Deputy Prosecutor General will decide whether charges should be brought.

Three men detained last November

The investigation became public after police stopped a car in the middle of the night in Ruokolahti, in South Karelia, last November and detained three men aged 47, 58 and 59.

The men were held in custody for about a month and a half. The National Bureau of Investigation froze the suspects’ assets in mid December.

Police intend to keep the suspects under enhanced travel restrictions until the consideration of charges is complete.

The oldest suspect has a registered address in Imatra. Turkey requested his extradition in 2024, but Finland rejected the request. He is suspected in Turkey of membership in an armed terrorist organisation.

According to address records, the youngest man lives in Sipoo. The 58 year old man has no registered address in Finland.
