Planned TNT factory in Pori’s Noormarkku enters public notice phase for environmental and operational permits

Public notices have been issued for the environmental and operational start-up permits for a planned TNT explosives factory in Noormarkku, Pori, Yle reports.

The application documents will remain open for public review until early September. During this period, directly affected parties may submit formal objections to the Regional State Administrative Agency, while others may provide opinions.

Forcit Pori Oy requires additional permits from the Finnish Safety and Chemicals Agency (Tukes) for chemical and explosives manufacturing and storage. The company has already secured a location permit from the city of Pori, with building permits being processed in three phases—some already approved by Pori’s vitality and environment board.

No environmental impact assessment or Natura 2000 evaluation is required for the facility.

The factory, intended to produce TNT for defence industry use, will handle raw material reception, preprocessing, explosives manufacturing, packaging, storage, and shipping. A byproduct, sulphuric acid from acid treatment processes, will be sold for industrial use.

The site is located 2.5 km northeast of Noormarkku’s town centre on a large forestry area, with the nearest residential buildings and leisure properties over 950 metres away. Operations are scheduled to begin in 2028.
