Sweden establishes new authority for mining permits

The Swedish government will create a dedicated authority to handle environmental permits for new mines, Energy and Business Minister Ebba Busch announced on Thursday.

Under the plan, the new agency would streamline the approval process for mining projects, which currently face long lead times. “A smaller country like Sweden, rich in natural resources and home to world-class mining companies, must leverage that strength,” Busch said at a press conference presenting the new mineral strategy.

The government also proposes reviewing the existing mineral fee so that municipalities hosting mines receive a share of the revenue. “Today the fee goes straight into the national treasury, while local residents live with the machines, the traffic and the environmental impact,” Busch said.

In addition, the strategy calls for designating certain mineral deposits as areas of national interest, allowing the state to intervene earlier in land-use conflicts. “Conflicting interests have been placed on the same land,” Busch noted.

The minister warned that geopolitical players treat mining as a tool of economic competition, disregarding financial losses as long as rivals are pushed out. “That directly threatens our ability to defend ourselves in crises or war,” she said, adding that the government is exploring options such as a state investment company to support key projects.
