Unemployed hide volunteer work from authorities, minister promises review

A survey by the volunteer sector network Kansalaisareena finds that many unemployed people conceal their volunteer work from employment officials, fearing loss of benefits.

Over half of the 57 respondents—representing national and local organizations—reported encountering cases where jobseekers hid their volunteering. A quarter said this happened frequently.

Anne Porthén, executive director of Kansalaisareena, said such concealment is not rare, though not widespread. She noted that investigations into volunteer work have increased in recent years, and even the process of verification can suspend benefit payments until resolved.

Under Finnish rules, unemployed people may volunteer if the work is non-profit and not tied to their profession. Violations can lead to benefit cuts or repayment demands.

Work Minister Matias Marttinen said the law is clear: standard volunteering is permitted. He acknowledged that increased scrutiny may stem from the 2025 transfer of employment services to municipal job regions, where practices vary. Marttinen plans discussions with these regions in the autumn to address the issue.
