Balcony glass shatters in Oulu, one injured by shards

A balcony glass pane shattered and fell onto a busy pedestrian path in Oulu’s Rotuaari district on Monday, injuring at least one passerby with head lacerations, according to local media reports cited by Yle.

The incident occurred on the ninth floor of a residential building. No residents were home at the time, said Pertti Valta, fire chief at the North Ostrobothnia Rescue Department. He attributed the breakage to internal stress, noting no external impact was involved.

Authorities cordoned off the sidewalk to prevent further damage.

Finland has seen fatal accidents in recent years linked to balcony glass failures. In June, a man in his 30s died after falling through a glass railing from the fifth floor in Vantaa. Last September, a woman over 50 died in a similar fall in Helsinki’s Hietalahti district.

In May, the Safety Investigation Authority (Otkes) issued a hazard warning about cement fiberboards used in balcony railings, stating they were unfit for fall protection. The boards were widely used in Finnish balconies from the 1960s to the 2000s.

Oulu’s building supervision has urged housing companies to inspect balcony railings, protective panels, and glass barriers. Monday’s incident involved a building completed in 2021, where cement fiberboards were unlikely used, according to inspection engineer Tommi Karjalainen.
