Turku tram decision opens door to regional expansion, neighbouring cities say

The neighbouring cities of Raisio and Kaarina are closely watching how Turku manages its tram project, with both cities leaving the door open for a future regional extension, Yle reports.
Turku’s city council approved the construction of a tram line from Varissuo to the harbour on 18 May, with services potentially starting in 2033 if state funding is secured. The decision has renewed discussion about expanding the network beyond Turku’s borders.
Prime Minister Petteri Orpo, speaking during the council meeting, expressed hope that the tram would eventually become a regional project. “The tram represents urban development for today and the future. It means new residential areas, investments, business activity and jobs,” he said.
Raisio and Kaarina had previously shelved regional tram plans a decade ago, deeming them premature and considering the bus-based Föli system sufficient. Now both cities say the outcome of Turku’s project will be decisive.
“I believe and hope the tram will bring Turku appeal and boost the entire urban region,” said Raisio Mayor Eero Vainio.
Kaarina City Board Chair Mikko Aaltonen predicted that talks about regional expansion would likely resume after the first line begins operation. “With more facts and data, democracy will make the decisions,” he said.
Potential routes include a light rail line along Raisiotie, which could accelerate Raisio’s planned redevelopment of its city centre with up to 200,000 square metres of new construction. Kaarina’s possible route would run from Kupittaa or Skanssi to Piispanristi along road 110 and towards the city centre.
Both officials stressed that any extension remains an option for now. Vainio noted that state funding covering 50% of construction costs would make participation easier. Opposition to the tram exists in both cities, similar to the political divide in Turku.
Regional planning originally included Raisio and Kaarina, but the project stalled because those cities saw no urgency. Turku then opted to design the tram as an internal solution.
