Norwegian security service warns of Russian attempts to recruit Ukrainians in Norway

The Norwegian Police Security Service (PST) has issued a warning that Russian intelligence agencies are actively attempting to recruit Ukrainians living in Norway, according to a statement published on its website Tuesday.

“With around 100,000 Ukrainians in Norway, we expect this to become a particular challenge in the time ahead,” said Atle Tangen, section leader at PST. “Ukrainians are settled across the country, making this a relevant issue for most municipalities and local communities.”

PST confirmed it is aware of multiple cases where recruitment attempts have been made against Ukrainians in Norway. In one recent incident in southern Norway, a person of Ukrainian background was already mapped by Russian intelligence services, who possessed detailed knowledge of the individual’s family ties, history in Ukraine, and current life in Norway.

The initial approaches were described as friendly and seemingly coincidental, but over time, the dialogue became more frequent, with requests to carry out specific tasks related to Norwegian defense and emergency preparedness. While no direct threats were made, pressure was applied.

“This recruitment attempt illustrates the seriousness and reality of the threats we face,” Tangen stated.

PST noted that Russia’s intelligence services may also offer rewards to encourage voluntary cooperation, though such situations can quickly shift from incentives to coercion. The agency warned that recruits might not always realize they are being exploited or understand who they are working for.

The security service urged anyone who suspects they or someone they know has been targeted by Russian intelligence to contact PST or local police.

Norway’s increased military presence and allied exercises have made it a target, though PST assessed that Russian intelligence operations in the country have become more constrained since the full-scale invasion of Ukraine. The shift toward recruiting Ukrainians reflects an adaptation in tactics.

PST said it aims to strengthen dialogue with the Ukrainian community in Norway to raise awareness and vigilance against such threats.
