Oulu police reveal more assault cases, not all victims foreign-born

Police in Oulu have confirmed additional cases of cyclist-related assaults, with two Finnish nationals also targeted, public broadcaster Yle reports.

Earlier reports focused on two incidents involving foreign-born victims in the city’s Raksila district, where a cyclist allegedly pushed or attacked pedestrians. However, police communications chief Tero Väyrynen told Yle that two Finns had also been shoved by a cyclist in similar incidents. Neither suffered injuries, and the cases were not investigated.

Under Finnish law, minor assaults (classified as lievä pahoinpitely) require the victim to formally demand prosecution. Since the Finnish victims did not pursue charges, police did not open investigations. Väyrynen noted that while the cases share similarities—including a male cyclist as the suspected perpetrator—it remains unclear whether the same individual was involved in all incidents.

One of the previously unreported cases came to light when a victim contacted police during a separate investigation into an April stabbing in Raksila. In that incident, a cyclist allegedly attacked a foreign-born man with a knife in a park. A 30-year-old suspect was detained but later released after a district court ruled the evidence insufficient for pretrial detention.

On Saturday, police responded to another report of a cyclist pushing a foreign-born woman to the ground in Raksila. The victim claimed the assailant dropped a yellow-handled kitchen knife, though officers found no weapon at the scene. Väyrynen confirmed no new details had emerged in that case as of Monday.

Oulu police continue to seek witness accounts related to the incidents.
