Mental health support dominates Finland’s social insurance rehabilitation programmes

Finnish public broadcaster Yle reports that mental health disorders and neurodevelopmental conditions accounted for the majority of rehabilitation cases supported by the Social Insurance Institution of Finland (Kela) last year.

According to Kela’s announcement, about 75 percent of all rehabilitation recipients received support due to mental health disorders or neurodevelopmental conditions. The most common primary diagnoses were mental health disorders in adults and neurodevelopmental conditions in children, with 125,500 individuals receiving rehabilitation on these grounds.

The number of rehabilitation cases for mental health and neurodevelopmental conditions has more than doubled from 2016 to 2025. Rehabilitation psychotherapy was the most common form of support, provided to 67,000 people.
