Finland’s parliamentary ombudsman flags safety risks in police transport of detainees

The parliamentary ombudsman of Finland has raised concerns over the safety of transporting detainees in police patrol vehicles, according to a report by national broadcaster Yle. Ombudsman Jari Råman has requested assessments from authorities after receiving reports that individuals—including disabled, intoxicated, or otherwise vulnerable persons—are being transported in vehicle compartments without proper restraints.
Råman noted that some detainees have been placed on the floor of patrol vehicle compartments during transport. While he considers police transports generally safe, he emphasized that the practice carries “various risks from the perspective of those being transported.” The critical question, he stated, is how these risks are managed.
The ombudsman has asked the Ministry of the Interior and the National Police Board to evaluate what measures may be necessary to address the issue. No specific incidents or injuries were detailed in the report.
