Lapland faces financial challenges with accumulated deficit exceeding €90 million

The Lapland welfare region is currently in the process of formulating a financial plan for the coming years, but it appears to be heading in a legally questionable direction. The region faces a significant accumulated deficit exceeding €90 million from the previous year, with projections indicating an additional deficit of nearly €88 million for the current year. According to regional welfare legislation, this deficit is expected to be addressed by the end of 2026.

However, officials have indicated that tackling this accumulated deficit within the stipulated timeframe may necessitate economic adjustments that could jeopardize the provision of adequate social and health services.

For the upcoming year, the budget is expected to be balanced, with no new deficit anticipated. Nonetheless, there are concerns that insufficient funds will remain to cover the earlier deficits. The head of the region’s welfare authority, Jari Jokela, highlighted the challenges faced in achieving a balanced budget, stating that it was a laborious task fraught with risks.

The accumulated deficit from this year and last is now slated to be addressed by 2030, although this will also require significant economic adjustments between 2026 and 2030.

Negotiations related to the welfare region have recently concluded, but no details about the outcomes were disclosed as more discussions are needed due to potential staffing impacts related to the budget proposal, which the regional government will review in an upcoming meeting.

The funding for the welfare region comes from government allocations, user fees, and project financing. For next year, approximately €1 billion in state funding is anticipated, alongside external revenues amounting to over €150 million. Moreover, projected expenditures include significant spending on personnel and services, emphasizing the region’s financial challenges going forward. The final budget decision is set for December.
