Players face documentation challenges in Finland’s youth football system
Playing official football matches in Finland requires players to have a player license and insurance, a challenge often faced by young players from immigrant backgrounds and their families. Administrative tasks frequently fall on the clubs to assist these players, as highlighted by Kimmo Hyöppinen, a part-time youth manager for Kemin Palloseura. His role involves not only training young athletes but also navigating the bureaucracy involved in obtaining necessary documents.
Hyöppinen emphasizes the necessity of documentation such as birth certificates and passport copies for players and their parents, as required by the Finnish Football Association (Palloliitto). This paperwork can consume a significant portion of his time, preventing him from focusing on other tasks. The club currently supports about fifty players from immigrant backgrounds.
He expressed concern about the implications if young players, aged 14-15, were told they could no longer attend practices due to missing licenses. “What will these youths do, and how much will this cost society?” he asks. Hyöppinen proposed that the association consider granting temporary licenses for lower-tier competitions to ensure these players can remain active in sports, as many lose interest while waiting for their paperwork to be processed.
The Palloliitto recognizes the issue. Timo Huttunen, head of club services, stated there are no shortcuts for participating in official competitions without a player license and insurance but affirmed that players may still engage in club activities. The association is committed to safeguarding minors and adheres to FIFA’s regulations to prevent trafficking and exploitation.
To alleviate the bureaucratic burden on clubs, various support measures are in place, aimed at ensuring that all children can participate in sports regardless of their background, including financial assistance for vulnerable families. Huttunen encourages clubs to reach out to the Palloliitto for more resources and support.
