Ulla-Maija and Kimmo Jakobsson are seeking to move their family farm from Jämsä to Orivesi, a change reflected by the regional border that bisects their property between Central Finland and Pirkanmaa. The couple expresses frustration with the municipality, citing increased travel distances for school and services, poor road conditions, and limited economic opportunities. In response, they have formally applied for a partial municipal transfer, which would fully shift their estate to Orivesi.

Living in what they describe as an isolated corner, the Jakobssons feel neglected by Jämsä while noting that Orivesi is consistently improving its services. They currently pay their municipal taxes to Tampere, where they maintain a secondary residence, but they only contribute to property tax in Jämsä.

Dissatisfaction is palpable in rural areas, where financial pressures lead municipalities to cut services, often leaving residents feeling abandoned. Marianna Pekola-Sjöblom from the Association of Finnish Municipalities suggests that long memories of past municipal mergers contribute to this frustration and could inspire requests for boundary changes if the Jakobssons succeed.

Jämsä officials are wary of setting a precedent with the Jakobsson case, asserting that dissatisfaction with municipal services does not justify such transfers. The city council chairman, Matti Similä, contends that changes must be based on more substantial grounds.

Meanwhile, Orivesi is open to welcoming the Jakobssons, expressing understanding of their situation and readiness to accommodate them if the government approves the transfer. Currently, the Ministry of Finance is reviewing four such transfer applications, including the Jakobsson’s, with decisions expected in the fall.
