Police suspect that recruitment fees were improperly charged to as many as several hundred Ethiopian caregivers during the recruitment process. According to authorities, a Finnish company purchased recruitment services from a staffing agency in 2021, aiming to hire 1,000 caregivers from Ethiopia to work in Finland. Upon their arrival, it became apparent that some of the caregivers had paid advance fees amounting to thousands of euros to the main suspect and their Ethiopian company, as stated by the police.

The investigation is being treated as severe exploitation. Neither the Finnish staffing company nor the caregiving business that procured their services is under suspicion of wrongdoing.
