Finland to establish NATO headquarters in Mikkeli for ground forces operations

In the coming years, the operations of North European ground forces are likely to be planned from Mikkeli, Finland. Recently, it was reported that Finland will establish two NATO headquarters, with an army sub-headquarters set to be based in Mikkeli and a forward command for NATO’s Allied Land Forces (FLF) either in Rovaniemi or Sodankylä. Preparations in Mikkeli are reportedly more advanced than those in Lapland. While the location decision has not been politically confirmed yet, Defense Minister Antti Häkkänen indicated on September 16 that an announcement will be made soon.
Currently, however, detailed information about the headquarters’ roles and functions has not been disclosed. Senior researcher Matti Pesu from the Finnish Institute of International Affairs believes that NATO’s sub-headquarters in Mikkeli will focus on planning operations in Northeastern Europe, particularly concerning Finland, Norway, and Sweden due to their NATO memberships.
Pesu noted that NATO has three broad territorial defense plans concerning its wartime operations, and the Mikkeli headquarters would specifically facilitate military leadership in case of an attack in the region. In contrast, the FLF group in Lapland would focus on peacekeeping and deterrence activities based on military presence.
The English designation for the ground forces’ command structure, Multi Corps Land Component Command (MCLCC), suggests that Mikkeli will be tasked with preparing for large-scale military operations involving tens of thousands of soldiers. While planning such substantial operations is relatively new for NATO, Finland has longstanding expertise in conducting major ground operations. More information is expected next month when NATO defense ministers convene in Brussels.
