Painotalo building may stay during renovations of Government Palace in Helsinki

The historic Painotalo building may remain in its current location during the extensive renovation of the Government Palace and the surrounding block. Originally slated for demolition, Painotalo, situated in the courtyard of the Government Palace, sparked opposition, particularly within the Helsinki City Council. In May, the council requested the rezoning proposal be revised to better consider the area’s historic values.

The Office of the Prime Minister has now released a revised project plan. This new proposal involves constructing additional sections and facilities around Painotalo, along with underground spaces beneath the courtyard. According to Deputy Secretary of State Timo Lankinen, sufficient additional space is crucial to preserve historic values, allowing a larger portion of the government workforce to operate within the Government Palace precinct.

While the revised construction approach is expected to be costlier, with preliminary budget estimates suggesting an increase of €10-20 million compared to new construction, Lankinen highlighted that the need for raising the Painotalo structure for the underground extensions contributes to the higher costs. A final decision regarding the courtyard renovations has yet to be made, as the ultimate fate of Painotalo will be determined in the third phase of the project, pending approval from the Helsinki City Council.

Renovations for Painotalo are planned to commence in 2026. The comprehensive project also involves the revitalization of two different city blocks, with work beginning this year. Several properties currently used by various ministries will be sold, generating revenue to cover expansion costs. The entire block project is anticipated to be completed by 2030.
