Tampere tram extension faces funding challenges as municipalities plan phased construction

The extension of the Tampere tram system is expected to be built in phases due to anticipated lower state funding for the collaborative construction project between Tampere and Pirkkala. Currently, the tram line will not reach the center of Pirkkala, specifically the Suuppa area. Initial funding will only cover the extension to the Partola regional center, located near the border of Tampere and Pirkkala. At the northern end, the tramway will extend only to one stop beyond the current terminal, reaching approximately Ruotula, despite previous plans to extend it to the Linnainmaa area.

The state has allocated only 55 million euros for the tram’s extension, while Tampere and Pirkkala had hoped for about 100 million euros. The state’s contribution accounts for 30 percent of the tram’s total costs, with the municipalities covering the remainder.

Ville-Mikael Tuominen, Chief Development Officer of the Tampere Tram Company, confirmed that the continued planning of the tram extension is currently in the works. The municipal councils of Tampere and Pirkkala are expected to decide on the phased construction approach in October. According to decisions made in April 2023, the latter part of the project can only proceed once state funding is confirmed.

The government and municipalities are negotiating tram extension funding as part of the MAL agreement, which encompasses land use, housing, and transportation. The agreement is set to be updated this year, with the Tampere regional council scheduled to discuss the matter next Wednesday.

New segments of the tramway are projected to be operational by 2028 and 2031, with future expansions planned toward Ylöjärvi, Kangasala, and the Vuores area of Tampere.
