The City of Espoo has ended staff negotiations without agreement, Yle reported. The talks narrowed the estimate of how many jobs may need to be cut.
The city board launched negotiations covering all city employees on August 10, 2026, as part of efforts to balance the budget. The cuts are intended to save about 10 million euros.
City manager Kai Mykkänen has said the reductions are needed to stop Espoo’s per-capita debt from rising. The city’s spending has increased faster than its revenue.
JUKO, the Negotiation Organisation for Public Sector Professionals, said the process was inadequate. Its chief shop steward Laura Raittola said the parties had not reached agreement on the effects on staff or the planned measures.
