Finland’s only nicotine pouch factory will shut down in Pietarsaari, with production moving to Sweden, Yle reported. The Swedish-owned company, Strengberg Habit Factory, has made the pouches in the Finnish city for about two years.

According to the newspaper Österbottens Tidning, employees have been laid off and operations will end on November 1.

The factory began operating in 2024 and had planned to produce 40 million pouches a year. Its operations became more difficult after Finland’s parliament restricted the flavours allowed in nicotine pouches. Österbottens Tidning first reported the closure.
