Cambio wins 2.4 billion kronor medical records deal

Cambio’s Cosmic medical records system won a contract worth nearly 2.4 billion kronor to serve Stockholm and Gotland, despite a rival bid that was 690 million kronor cheaper, SVT reported after examining the procurement evaluation.

The regions awarded the contract to Cambio on February 18, 2025. The new system is intended to serve 2.5 million residents.

Cambio received the maximum deduction on 33 of the 44 requirements assessed, reducing its bid sum by about 1.5 billion kronor. Danish company Systematic received no price deduction on 33 requirements, figures first reported by Dagens Medicin.

Systematic appealed the decision but its challenge was rejected. The company, headquartered in Aarhus, supplies IT systems to the Danish defence, NATO countries and the Danish health service. Its medical records system is used in three of Denmark’s five regions.

“I am angry, both on my own behalf and on behalf of Swedish taxpayers. I believe you are missing out on something that was both better and cheaper,” said Henrik Rosenberg Rasmussen, an account manager at Systematic.

Rasmussen said the company had supplied comparable systems to several Danish university hospitals and regions, and that more than 20 hospitals had extensive experience with the system and had established good processes around it. He said he could not understand how the system had been judged to have no value.

Stockholm Region said quality was given considerable weight and that Systematic’s bid had “shortcomings in its descriptions.” Gertrud Ocklin, head of a unit at the regional executive office, declined an interview and referred SVT to the legal review of the procurement.

In an email, Ocklin said the court had found that the procurement was conducted in open competition, based on the services’ needs and in accordance with the law. She also said Cambio had met the requirements with “complete, clear and customer-adapted descriptions” containing no more than minor shortcomings.

Cosmic is due to be implemented in Stockholm and Gotland by the end of 2029. The contract runs until November 2037 and can then be extended by up to four years.
