Heilsutrygd refuses company payment in GP dispute

Heilsutrygd has refused to transfer money owed to a general practitioner’s limited company, KVF reports. The dispute concerns whether doctors may operate municipal general practices through limited companies and whether public funds can be paid to them that way.

In March, 2.4 million kroner were listed in Gjaldstovan’s creditor system. The money covers services provided by the doctor between May 2024 and March 2026.

Heilsutrygd has referred to court rulings from 1991. In December 2019, the Ministry of Health said Heilsutrygd was authorised to settle payments only with municipal doctors themselves, and not with a limited company, for example.

After repeatedly asking the doctor to resolve the matter without success, Heilsutrygd decided in April to transfer the money to the doctor’s private salary account, the National Audit Office says in its 2025 annual report.
