Fast rail funding faces skepticism from municipalities along West Rail route in Finland

The financing of the fast rail connection between Turku and Helsinki, known as the West Rail, is facing significant criticism from municipalities along the route. Some local councils are uncertain whether they will approve their respective shares of the construction costs. This was revealed when Yle contacted leaders of the largest parties in these municipalities. Due to the holiday season, council groups have not yet unified their stance on the West Rail, but several leaders report a growing skepticism within their factions.
In Salo, local council member Antti Olkinuora of the Finns Party stated there is no funding for the construction: “This is such a significant cost item that it won’t go through. I believe it will collapse.” Discussions regarding individual municipal contributions have not yet reached an agreement, with concerns that funding would be burdensome for Salo.
Kalle Räike from the National Coalition Party indicated that while they had previously supported the West Rail, negotiations have shifted perspectives. Timo Lehti from the Center Party also predicts the funding agreement may fail, citing Salo’s financial contribution as excessive.
Uncertainty about the project is growing in Lohja as well. Local council member Taina Lackman noted the shift from initial plans has raised questions about profitability, and Janne Turunen from the Finns Party suggested municipalities may band together to derail the project. Despite this, in Turku, support remains strong for the investment, with officials believing it will benefit the city long-term.
Espoo’s commitment is also under scrutiny, as the local council has shown signs of shifting opinion, particularly among its Green Party members, due to both cost and environmental impact concerns. The national government and municipalities signed a preliminary agreement in June for €400 million in financing, with final approvals pending after the holidays.
