Giant arena planned for Turku denied state funding

The Finnish Ministry of Education and Culture rejected a €5 million state grant application for a planned giant arena at Turun ratapiha in May 2025 due to incomplete documentation and unresolved financing.

The ministry stated in internal memos that the application lacked sufficient planning details and that construction had not begun as proposed. The project’s estimated cost is €122 million, according to documents submitted by Turun Ratapihan Kehitys Oy (TRK), the company behind the proposal.

The ministry also noted that the project’s financing plan remained incomplete and that the company had not secured the required land purchase from the City of Turku, despite a deadline extension granted in June 2026. The city extended the deadline to the end of the year to allow TRK to finalize funding for the €42 million land deal.

The ministry’s decision reflects broader concerns about conditional funding for projects with unresolved financial and planning gaps. Similar issues led to the rejection of state aid for Vantaan Arena 3.3, while another major project, the renovation of the Helsinki Olympic Stadium, received funding.

The proposed arena at Turun ratapiha would seat 8,800 for ice hockey and 10,250 for concerts, with plans for an adjacent residential district housing up to 1,500 people. Backers include former NHL player Saku Koivu and Supercell executives Ilkka Paananen and Mikko Kodisoja.
