Multiple data center operators eye empty paper mill in Lappeenranta

UPM is in talks with data center operators to convert the former Kaukaa paper mill in Lappeenranta into a server facility, reports Yle.
Lappeenranta Mayor Tuomo Sallinen said interest in the vacant machine hall has been strong, noting a data center would be a far better alternative than leaving the space empty. The mill’s paper production ceased last year, with 220 workers laid off. The final paper machine is now being dismantled, and the hall is expected to be cleared by the end of the year.
Sallinen said a data center would bring significant employment to the area, both short and long term. “We’re talking, roughly, about hundreds of jobs, especially during construction,” he said. He also cited broader economic activity and tax revenue as benefits for the city.
The project’s timeline remains open, but Sallinen hopes for rapid progress. The industrial area’s existing infrastructure allows for quick deployment without zoning changes, though a building permit would still be required for the conversion.
Final approval depends on ongoing negotiations between UPM and the operators. The city’s role includes permitting, energy infrastructure, and traffic arrangements.
