Incorrect certificates delay underage driving licence applications

Finnish Transport and Communications Agency Traficom reports a surge in invalid certificates submitted with age-exception driving licence applications, particularly for sports hobbies.

Since late May, only certificates issued by state-subsidised sports federations are accepted as proof of structured and regular training. Certificates from individual clubs or coaches no longer suffice, according to Traficom department head Henna Antila.

The federations assess whether the hobby meets the criteria for targeted training. Applicants must demonstrate a justified regular need to drive for studies, work, or hobbies.

Incorrect documents halt processing, extending the wait for a licence by up to a month. Traficom currently faces a backlog of over a month for exception applications.
