Experts call Oulu bicycle stabbing attacks highly unusual

Experts describe the recent bicycle-mounted stabbing attacks targeting foreign-born pedestrians in Oulu as extremely rare both in Finland and abroad.
Several such incidents have occurred this year in the Oulu region, with the attacker striking from a bicycle. The latest took place in Kaukovainio last Friday. Police are investigating whether the attacks qualify as hate crimes, as initial evidence suggests possible racist motives.
Authorities have not ruled out a single perpetrator, as the attacks occurred in a small geographic area and share other similarities. Aarne Kinnunen, a development advisor at the Ministry of Justice, called the use of a bicycle as a tool in the assaults highly unusual, noting that while stabbing attacks themselves are not unheard of, the method of approach and rapid escape is exceptional.
Markus Kaakinen, an associate professor of criminology at the University of Helsinki, agreed the cases are rare. He said Finland has seen serious violent crimes with suspected hate motives, but none matching this specific pattern.
Kaakinen added that hate crime offenders typically have broader histories of violence and often hold attitudes that condone such behavior. Preventing such attacks is difficult, Kinnunen said, but reducing societal polarization and fostering acceptance of all groups may help deter hate-motivated violence.
Mental health issues are overrepresented among offenders in Finland, Kaakinen noted, though the connection between mental health and violent behavior varies widely. In 2024, Oulu saw a series of stabbing attacks on foreign-born individuals; all three perpetrators were later deemed not criminally responsible due to severe mental health conditions.
