Mining firm to fund Kiruna relocation with billions, raising autonomy concerns

Swedish public broadcaster SVT reports that mining company LKAB has pledged to cover the entire 1.8 billion crown (€180 million) shortfall in Kiruna municipality’s budget for relocating the town centre, which must move 3–6 km east to make way for the state-owned firm’s expanding iron ore operations.

Under the approved agreement, LKAB will invest 1.1 billion crowns and take over infrastructure and construction projects tied to the move. The company would also acquire land and properties needed for the next phase of the relocation.

Kiruna’s municipal council approved the deal on Monday in a tight vote. A motion by the Left, Centre, and Norrbotten healthcare parties to send the proposal back for further review failed by a single vote, 11–12.

Internal municipal documents obtained by SVT warn that the partnership shifts significant power and responsibility from the municipality to LKAB, potentially undermining local self-governance and long-term control over Kiruna’s development.
