One in four Finnish primary pupils received part-time special education

One in four primary school pupils in Finland received part-time special education during the 2024–2025 academic year, according to Statistics Finland.
The share rose by 0.6 percentage points from the previous year. Part-time special education is provided alongside regular teaching for pupils with mild learning or school attendance difficulties.
Among boys, 27% received part-time special education, compared to 23% of girls. Over the past two decades, the proportion for boys has remained roughly stable, while for girls it has increased by about six percentage points.
Additionally, about one in three primary pupils received intensified or special learning support.
In vocational education, one in eight students received special support last year.
