Property firm Hyperco has applied for a building permit for a second data centre in Kouvola’s Koria district, Yle reports.

The application, filed on 9 June, covers a two-storey data centre of at least 30,000 m², along with a temporary electrical substation, a parking facility, and a civil defence shelter.

Hyperco has requested permission to begin construction before the permit is formally granted, arguing that foundations are easier to lay before winter freeze. Starting in winter would, according to the company, increase environmental and cost risks and delay the schedule.

Kouvola’s technical board will review the application next Tuesday, 16 June.

Work on Hyperco’s first Koria data centre began last year and is set to finish in May 2027. The planned second facility would be built on an adjacent plot.

The regional permit and supervision authority has listed issues Hyperco must address before applying for an environmental permit for the second data centre, including construction noise and the impact of stormwater on the Kymijoki river environment.
