Finland orders merger review for Ähtäri and Alavus municipalities

The Finnish Ministry of Finance has initiated a mandatory municipal restructuring assessment between the cities of Ähtäri and Alavus under the Local Government Act, citing Ähtäri’s severe financial distress.

Eero Laesterä, a doctor of administrative sciences, has been appointed to lead the review, which begins on 8 June 2026 and must conclude by 30 November 2026. The assessment follows a financial evaluation conducted in late 2025 and early 2026, which found Ähtäri’s ability to secure resident services at risk due to limited fiscal flexibility.

After a public consultation period, any proposed merger would require approval by both municipal councils and governing boards. If adopted, the consolidation could take effect on 1 January 2028.
