Finnish court of appeal reviews Kittilä municipal appointment case after lengthy trial

The Rovaniemi Court of Appeal has concluded hearings in the final branch of the long-running Kittilä municipal dispute, with a verdict expected in August, reports Yle. The case centres on allegations of abuse of office in a 2014 municipal engineer appointment, examined through 130 written documents and testimony from 20 witnesses over three weeks.

The prosecution alleges that Kittilä municipal officials compiled a list of individuals targeted for removal, including Pentti Kangas, a repeated applicant for the municipal engineer post and a supporter of former municipal manager Anna Mäkelä. Mäkelä’s controversial dismissal in 2014 has been litigated up to the Supreme Court in prior cases.

A district court previously convicted seven Kittilä decision-makers of abuse of office, imposing day-fines, while acquitting two trustees and an acting technical director. The municipality was also ordered to pay compensation. Both the prosecution and defendants have appealed, with prosecutors seeking expanded convictions and higher penalties for all ten respondents, plus increased compensation.

Regional prosecutor Katri Junnikkala-Heikkinen claims the appointment process was tainted by a deliberate effort to exclude Kangas. The appeal court’s ruling, due in August, will determine whether the convictions stand or are overturned.
