Swedish tech firm accused of helping Russian elite bypass EU sanctions

A Swedish technology company has been used by Russian elites to circumvent EU sanctions, according to an investigation by public broadcaster SVT, prompting reactions from government officials and EU politicians.

The investigation reveals that Avinode, a Swedish booking platform for private flights, has been utilized by Russian flight brokers despite EU restrictions targeting Russia. Sources indicate that company representatives allegedly advised Russian firms to establish subsidiaries in third countries to continue accessing the service.

Avinode has declined interview requests but states that measures have been taken in response.

The findings have drawn political responses. Social Democrat MEP Johan Danielsson has submitted a formal inquiry to the European Commission, demanding action to close loopholes in the sanctions framework.

“We expect swift and clear answers from the EU Commission,” Danielsson said.

Foreign Minister Maria Malmer Stenergard (Moderate Party) emphasized corporate responsibility in a statement to SVT, noting that while she could not comment on the specific case, “the obligation to comply with sanctions lies heavily on the companies themselves, including ensuring proper customer due diligence.” She added that law enforcement agencies are responsible for investigating potential violations.

The government has previously introduced measures to strengthen sanctions enforcement, including a new sanctions law set to take effect in 2025 with stricter penalties. Malmer Stenergard called the circumvention of sanctions “highly provocative,” particularly when Russians consume European luxury goods.

EU-wide restrictions already ban Russian-registered aircraft from European airspace, and Sweden, alongside Finland, has proposed additional export bans on luxury goods to Russia.
