Man convicted of raping another man in Finnish police detention cell

A man has been convicted of raping another man while both were held in a police detention cell in Rovaniemi, northern Finland, in what authorities describe as an extremely rare case, reports Finnish public broadcaster Yle.

The Lapland District Court sentenced the perpetrator to one year and ten months in prison for the rape, committed while he was of diminished capacity, as well as for separate theft and property damage offences. He was also ordered to pay €3,200 in compensation to the victim.

The incident occurred in March 2025 when two unrelated men were placed in the same cell at a Lapland Police detention facility. According to prosecutors, the victim was asleep or unconscious when the perpetrator lay on top of him, lowered both their pants, and performed thrusting motions for several minutes. The assault ended only when a guard entered the cell. The victim remained unaware of the incident.

The convicted man claimed he believed the victim was awake and that they were staging a scene for police surveillance cameras. He denied attempting sexual intercourse.

Police authorities confirmed such cases are exceptionally uncommon. Teemu Saukoniemi, a police inspector with the National Police Board, stated he was unaware of any similar incidents. While occasional violence occurs in detention, precise statistics are not maintained.

Lapland Police Commissioner Mika Grönroos also noted no prior cases of rape in detention cells in the region. Detainees are typically held separately when possible, though overcrowding during weekends or large events can require shared cells.

The court ruling, issued on 14 April, acknowledged the perpetrator’s long-term mental health issues affecting his emotional control. The 2023 legal reform defining rape as non-consensual was applied in the case. The verdict may still be appealed.
