Police uncover suspected human trafficking ring in Kajaani using coercive control

Finnish police have completed a preliminary investigation into eight individuals suspected of aggravated human trafficking in Kajaani, with prosecutors now reviewing the case for potential charges, reports Yle.

The suspects allegedly subjected the victim to coercive control, exploiting them financially—including obtaining loans and bank cards worth over €100,000 in the victim’s name. Authorities describe the case as part of an emerging trend in human trafficking targeting vulnerable individuals.

The investigation began in November 2024 after police encountered a person who could not recall events from the previous months. Further inquiry revealed the individual may have been a victim of trafficking, manipulated through psychological coercion and isolation.

Kimmo Tuulenkari, the lead investigator, explained that the suspects allegedly controlled the victim’s daily activities, finances, and social interactions, rendering them unable to leave the group. The exploitation extended to fraudulent financial transactions, with the victim’s inner circle reportedly aware of—and tacitly approving—the abuse.

Police intervened to halt the operation, which they believe exemplifies a sophisticated form of trafficking where victims’ vulnerabilities are systematically exploited. Authorities note that similar cases in the Kainuu region involve socially marginalised individuals, highlighting a broader pattern of abuse.

The case now moves to prosecutors for potential indictment. Tuulenkari added that while coercive control is recognised, legal frameworks for addressing psychological violence in such contexts remain underdeveloped.
