Homeless services strained as non-crisis individuals overuse support systems

Homeless outreach services in Finland are facing severe pressure as growing numbers of people without acute housing crises seek assistance, warns the NGO Vailla vakinaista asuntoa (Vva), according to a report by public broadcaster Yle.
The organisation states that limited resources intended for those without housing or the means to meet basic needs are being stretched thin by increased demand. Visitor numbers at services like meal distribution and clothing aid have doubled over the past year, with many attendees lacking urgent homelessness issues.
“Some are accessing food and clothing beyond immediate need,” Vva noted in its statement. The group relies entirely on volunteer work, public donations, and surplus food—none of which receive dedicated funding for these services.
Finland’s homelessness rates have risen after over a decade of decline, with more people sleeping rough and reporting critically poor health. Vva emphasised that prioritising those in genuine crisis is essential to prevent systemic collapse.
