Finnish court rejects Škoda Transtech’s appeal over tram procurement decision
The Market Court of Finland has dismissed an appeal by Škoda Transtech over Helsinki’s tram procurement process, ruling that the company’s bid failed to meet all technical requirements, Yle reports.
The Czech-owned manufacturer, which operates a plant in Kajaani, had challenged the decision by Helsinki Region Transport (HSL) to award the contract to Swiss firm Stadler last autumn. The procurement covers 30 single-direction city trams, 33 bidirectional rapid trams, and lifecycle support, with an option for 120 additional units.
In a statement, Škoda Transtech expressed disappointment with the ruling, which it called “unfounded.” CEO Juha Vierros announced plans to seek leave to appeal to the Supreme Administrative Court and request a suspension of the procurement until a final legal decision is reached.
The Market Court also rejected HSL’s discretionary grounds for exclusion, though it upheld the technical disqualification of Škoda Transtech’s bid.
