Finnish constitutional committee warns procurement law reform would restrict municipal autonomy

The Finnish Constitutional Law Committee has concluded that a proposed reform of public procurement law would limit municipal self-governance, though not to a significant degree, according to a statement reported by national news agency STT.

The committee’s assessment found that while the draft legislation does not pose constitutional problems, it would impose restrictions on local government independence. Seven opposition MPs submitted a dissenting opinion, arguing that the bill explicitly undermines municipal autonomy.

Proponents of the reform have cited goals such as improving the efficiency and cost-effectiveness of public procurement processes.

The proposal will now proceed to parliamentary debate amid ongoing criticism.
