Man charged with exposing himself to 14-year-old girl in Kouvola railway station

A prosecutor is seeking a youth penalty for a roughly 20-year-old man from Kouvola, Finland, after he exposed himself to a 14-year-old girl and followed her near the city’s railway station in September 2024, Yle reports.
The suspect, who was 17 at the time of the offence, allegedly exposed his genitals and touched himself in front of the victim in the station’s pedestrian tunnel. The girl also witnessed the man masturbating behind a bush before escaping. Police arrested the suspect about a week later.
The prosecutor is demanding a youth penalty of seven to nine months, which in Finland includes supervised community service, guidance, and tasks aimed at improving social functioning. If deemed inappropriate, the alternative penalty would be imprisonment, potentially conditional.
The same man faces additional charges for possessing dozens of sexually explicit images and videos of children. When police seized his phone in autumn 2024, they found 68 images—29 classified as aggravated—and 46 videos, 14 of which were deemed aggravated.
A separate incident from August 2024 involves the suspect filming an unconscious or intoxicated peer’s exposed genitals. The prosecutor argues this violated the victim’s sexual self-determination.
The suspect has admitted to the acts during preliminary investigations. If convicted, prosecutors may also push for a one-year, three-month supervised probation period to support social rehabilitation and prevent reoffending.
