A new documentary reveals concerning working conditions at major public construction sites in which the Italian construction giant Itinera serves as the main contractor. The film employs hidden camera footage and insider testimony to expose various issues related to labor practices.

The documentary, titled “On the State’s Dime,” investigates how billions of dollars allocated annually by the state for large construction projects are utilized. It specifically examines worker conditions and discrepancies between contractual obligations and what laborers actually encounter on-site.

One of the key methods employed in the documentary is the use of hidden cameras, which are crucial for uncovering instances of illegal refunding of migrant workers’ wages in Albania. Due to the illicit nature of these transactions, traditional documentation like formal contracts and bank transfers do not exist. The filmmakers resorted to hidden cameras only when no other means of verification was available. With six sources corroborating the claims that they pay fees to access payment schemes in Denmark, the team deemed it essential to gather concrete evidence of these systematic refunds.

The insider, who participated anonymously, emphasized the necessity of remaining unidentified while recording. This anonymity was essential due to the potential risks associated with exposing what are described as illegal activities. Concerns for his safety and the possibility of harassment were significant, as revealing these practices could jeopardize the income of many migrant workers. Although the insider was informed of the risks, he did not receive any compensation for his participation in the documentary.
