New audio platform HuliGennem launched in Denmark amid controversy over bidding process

On Monday morning, a new audio platform aimed at children and youth, HuliGennem, launched in the country. This initiative, funded through a 66 million kroner bid won by Aller Media from the Radio and TV Authority, commits to producing 20 hours of original audio content weekly for the next two years.

However, the bidding process has faced criticism from experts, who argue that it was poorly managed and left applicants with uncertain legal protections. Concerns have emerged regarding the evaluation by a child expert, particularly about whether the assessment would have varied if additional documentation submitted by one of the losing bidders, GoLittle, had been considered. GoLittle, which scored just 0.2 points behind Aller Media, has voiced significant discontent with the process.

Morten Resen, GoLittle’s director and a former television host, highlighted that 67 pages of important materials regarding graphic presentations and program plans were not reviewed by the expert. This oversight led to negative assessments regarding the involvement of children in GoLittle’s proposed programming, despite such details being clearly outlined in the submitted documents.

Experts have suggested that the missing materials might have influenced the overall evaluation. Concerns have been raised about the adherence to administrative law principles, emphasizing that public authorities must ensure sufficient information is presented before making decisions.

The Radio and TV Authority maintains that the expert’s evaluation was only one part of their decision-making process. The chairman insists that while minor mistakes could have occurred, the authority stands by its ruling. Meanwhile, the cultural minister has refrained from commenting on the issue, although discussions continue regarding a meeting on the matter.
