Denmark enacts stricter regulations on fireworks after Kolding disaster

Since November 3, 2004, the firework industry in Denmark has undergone significant changes following one of the country’s largest recent disasters at N.P. Johnsens Fireworks Factory in the Seest district of Kolding. A fire that ignited in one of the factory’s containers led to several catastrophic explosions when the facility’s main storage area detonated.

In response to the incident, regulations regarding the storage and sale of fireworks were tightened substantially. Approximately two weeks after the disaster, the government outlined a plan to enhance fireworks safety in Denmark. By November 15, 2005, new legislation was enacted, imposing stricter safety distance requirements for fireworks storage facilities. These regulations mandated that storage, manufacturing, and packaging sites be designed to minimize the risk of fire and harm to buildings and individuals. Retailers must now keep a maximum of 12.5 kilograms of low-risk fireworks inside their stores and 25 kilograms in a separate room with a secure door. Prior to the disaster, up to 150 kilograms could be stored within the retail space.

The new law also restricted when consumers could purchase and discharge fireworks. Previously, sales were permitted year-round, but the legislation dictated that fireworks could only be bought from December 1 to December 31 and discharged from December 1 to January 5. Current regulations allow purchases only from December 27 to January 1 and discharges exclusively on December 31 and January 1.

Industry stakeholders continue to comply with these stringent regulations. The implications of the Seest incident and subsequent legal changes are still felt today. Industry leaders indicate that while the economic landscape has shifted, the Danish fireworks sector has adapted, albeit with fewer businesses remaining compared to before the tragedy.
