Three Ministries and Reykjavík City Ignored Warnings About Dangerous Inmate

Three government ministries and Reykjavík City were alerted in April about a dangerous inmate set to complete his sentence this autumn. Despite warnings that the individual would likely reoffend without support, no arrangements were made, and shortly after his release, he was arrested for assault and rape.

The Prison and Probation Administration expressed concerns six months prior to the inmate’s release, highlighting the high probability of him seeking undesirable associations, resorting to substance abuse, and committing further serious offenses without proper support and secure housing. At the time, he was about to be released unconditionally and without supervision.

The inmate has a long criminal history that includes multiple convictions for serious violent crimes. Most recently, he served five years for rape and severe assault, and prior to that, he received a two-year sentence for several violent offenses. He has been assessed as a danger to himself and others.

Despite the administration’s continuous warnings about the need for tailored support due to his complex issues, including addiction and intellectual impairment, the city claimed it had exhausted all available options and could not provide the necessary assistance.

Following his release last month, the offender experienced a withdrawal of municipal support. Just two days after this support was retracted, he was arrested on suspicion of serious assault and rape.

Additionally, the authorities have been notified of another individual, recently under suspicion of murder, who is also likely to complete his sentence soon without a support plan in place, raising further concerns about public safety as multiple dangerous individuals are set to be released shortly.
