Investigation dismissed after Ingilín D. Strøm’s claims deemed unfounded in parliamentary memo from Jonhard Klettheyggj

There is no need to appoint an investigator. Ingilín D. Strøm has provided false information to the Parliament, and there is no basis for altering the preliminary conclusion of the Ministry of Finance and Public Sector.

These are the main conclusions from a new memorandum written by Jonhard Klettheyggj, the parliamentary director, to the Ministry after Ingilín D. Strøm submitted a formal hearing document on October 7.

In the memorandum dated October 10—three days later—Klettheyggj addresses the concerns and claims raised by Strøm and her lawyer, Anfinn Vitalis Hansen.

First, there is the question of whether the committee can reach a conclusion itself. Hansen states that under § 38 of the Administrative Act, the committee cannot reach a decision if it believes something illegal has occurred, and must instead call for an investigator.

In response, Klettheyggj states, “This is incorrect. The law and its comments indicate that the committee can request an investigator. Whether a request for an investigator is made or not largely depends on the complexity or severity of the matter and the effort needed to investigate it. We do not believe this issue is of such a nature that it cannot be handled by the committee itself.”

Next, the matter of whether Strøm indeed lied arises. Klettheyggj notes that a significant portion of the discussions relied on an assessment from the National Audit Office, which deemed the financial situation of Bústøðir uncertain. The Ministry of Environment commented that the Minister was aware of this report but claimed to have further information and no indications of financial challenges.

Klettheyggj concludes that based on prior statements, there is no reason to amend the proposal from the Ministry. This professional recommendation was presented to the committee during their meeting on Tuesday morning, after which they decided to appoint an investigator to further examine the issue.
