Danish proposal to allow police use of AI-generated images raises ethical concerns

A growing number of experts are expressing concerns over a proposal from Danish Justice Minister Peter Hummelgaard, in collaboration with Save the Children, to allow police to use artificial intelligence-generated images. This initiative is aimed at enabling police to infiltrate online forums where criminals share child exploitation images.

Thomas Ploug, a professor of data ethics at Aalborg University, warns that such measures could paradoxically foster demand for these images. “What happens if police are presented with up to 30,000 pictures? This could create a foundation for the existence of pedophile networks,” he cautioned. He raised concerns about the potential misuse of these generated images to recruit individuals for such networks, stating that the police’s efforts could inadvertently encourage online criminality.

Hanne Marie Motzfeldt, a legal scholar at the University of Copenhagen, also voiced apprehensions, suggesting that the generated images could resemble real children, potentially blurring ethical lines.

The justice ministry aims to advance legislation to intensify penalties for child exploitation imagery, clarify the illegality of sexualized depictions of children, and allow police to create and share fake sexual material as part of undercover operations.

Ploug emphasized the risks associated with using “deepfake” technology, which employs AI to create lifelike images of individuals. He questioned the implications of police normalizing the production of such content.

Minister Hummelgaard acknowledged the ethical complexities of the debate, prioritizing the protection of children while equipping police with necessary tools to combat offenders. He asserted that the proposal remains within ethical boundaries but recognizes the growing need for innovative investigative methods to address escalating incidents of child exploitation.
